Agent-to-agent messages can bring specialist knowledge into a fast workflow. But a security agent saying 'watch tenant B' has no operational value if the implementation worker does not acknowledge it, test it, or carry it to the release owner.

Imagine a reviewer flags a tenant-specific authorization exception. The worker changes a different route, then the session compacts. The next session sees a tidy summary that says review complete but lacks the exception and its source.

Make each consequential message carry an evidence ID, exact constraint, intended recipient and required test. Record acknowledgement and whether the worker accepted or rejected it. The supervisor blocks merge when an unresolved high-impact message has no disposition.

At signoff, compare the source constraint, recipient action and independent test result. Escalate disagreement to a named engineer. Do this because message delivery is coordination; decision custody requires evidence, acknowledgement and a measured result.
